Roy & Cruz fight to ensure Texas gets a fair share of infrastructure funds

WASHINGTON, DC — On Tuesday, Rep. Chip Roy (TX-21) introduced the House companion to Senator Ted Cruz’s (TX) Highway Formula Fairness Act, which would help ensure that Texas and other states receive a fairer share of infrastructure funding via the federal Highway Trust Fund (HTF).

Historically, Texas has received a less than 95 percent rate of return on its contribution to total deposits paid into HTF via the federal gas tax. The legislation introduced Thursday would establish a minimum guarantee for fuel tax revenue received by states tied to the percentage of total monies paid into the fund.

Representative Roy said, “The Highway Trust Fund has repeatedly shortchanged Texas, even though our state contains more interstate miles than any other state of the union. All while Texas bears massive infrastructure burdens associated with being the 8th largest economy in the world, energy production, and countless illegal border crossings.

That’s why Senator Cruz and I have introduced this legislation to help states like Texas keep more of what we pay into the fund to improve our critical infrastructure.”

Co-sponsors of the bill include Dan Crenshaw (TX-21), Jake Ellzey (TX-6), Brian Babin (TX-36), Ronny Jackson (TX-13), and Randy Weber (TX-14).
