Rep. Roy reintroduces legislation to permanently prohibit funding for the UNFPA

January 24, 2025

WASHINGTON — Today, Congressman Roy (TX-21), reintroduced the No Taxpayer Funding for the United Nations Population Fund Act.

This bill would prohibit the Department of State or any other department or agency from contributing funds directly or indirectly to the United Nations Population Fund. This legislation would prevent American tax dollars from propping up an international program complicit in China's abusive population-control programs, which included forced abortions and the forced sterilization of women.

President Trump rightfully prohibited any funds from going to the UNFPA in his first term. The previous administration reversed this decision. It is time for us to defund UNFPA again and enact this crucial piece of legislation to permanently prevent taxpayer dollars from ever going towards this agency.

Congressman Roy said, The United Nations Population Fund is a globalist, Orwellian, propaganda machine that shills for the Chinese Communist Party its brutal mandatory abortion practices. President Trump was absolutely right to end taxpayer funding to this corrupt and anti-life organization during his first term and I look forward to him doing so again.

At the same time, Congress has a duty under our Constitutionally vested powers to ensure that U.S. tax dollars—regardless of which administration is in the White House— can never flow to this dystopian propaganda machine under any future administration. That's why we need to put this bill on the President's desk right away.”

This bill is cosponsored by Reps. Michael Cloud (TX-27), Paul Gosar (AZ-9), Michael Guest (MS-3), Andy Ogles (TN-5), Mary Miller (IL-15), Pete Stauber (MN-8), Andy Biggs (AZ-5), and Dan Crenshaw (TX-2)

This bill is also supported by Texas Right to Life, Concerned Women for America Legislative Action Committee, CatholicVote, Live Action, National Pro-Life Alliance, American Principles Project, Susan B. Anthony, Students For Life Action, National Right to Life Committee, Ethics & Public Policy Center, and Heritage Action.

Statements of Support:

"For decades the U.N. Population Fund has been providing support, mainly to China, for government programs which have promoted forced abortions and coercive sterilizations. Rep. Roy deserves praise for ensuring that U.S. taxpayers do not get further entangled in the anti-family/pro-abortion policies of the UNFPA."

- Tom McClusky, Director of Government Affairs, CatholicVote.

"I want to thank Congressman Chip Roy for introducing this important legislation and taking a principled stand for life and for the family. Let's be clear: taxpayer dollars should never be going toward the Left's anti-life, anti-family agenda. We encourage all Republicans to support this effort and do whatever it takes to make it law."

- Terry Schilling, President, American Principles Project

“Using American tax dollars to prop up an organization committed to abortion is a misuse of scarce resources and pretending that ending the life of a baby is ‘healthcare’ ignores the needs of women and their children. Pregnancy is not a disease cured by abortion. With the United Nations openly pushing to support ‘abortion rights’ and using some of its funds to promote abortions, the United States must take a step back and cut funding so Americans will not be forced to pay to end precious human lives in other countries. Given the size of the U.S. investment in the United Nations, U.S. values should be respected. Students for Life Action is grateful for Rep. Chip Roy (R-TX) for leading in this effort to respect life a home and abroad by ending federal support for abortion spending.”

– Kristan Hawkins, President of Students for Life Action & Students for Life of America

“The United Nations Population Fund (UNFPA) has worked hand-in-glove with the abortion industry to promote unlimited abortion in other countries. When women and their pre-born babies need basic healthcare, shelter or running water, the UNFPA promotes abortion. American taxpayers should not be forced to participate in the deaths of unborn babies by abortion or forced to supplement the multi-billion-dollar abortion industry through the UNFPA.”

- Carol Tobias, President of National Right to Life
