Rep. Roy re-introduces bills to support American manufacturing and stand up to the Chinese Communist Party

WASHINGTON — Rep. Chip Roy (TX-21) introduced two bills intended to counter the Chinese Communist Party’s propaganda efforts and its control over America’s current supply chains.

The Bring Entrepreneurial Advancements To Consumers Here In North America (BEAT CHINA) Act would encourage the reshoring of manufacturing by providing certain tax advantages to manufacturers that relocate to the U.S. from a foreign country. 

Congressman Roy had the following to say about this legislation: 

The Chinese Communist Party is the single greatest foreign threat to US national security, yet US-China trade still hit a record high in 2022. As long as we depend on China and the rest of the world to keep our shelves stocked, our economic prosperity, our political liberty, and our national security are all in grave danger.

It is time to end our economic dependence on our greatest adversary and foster an American economy that can provide for itself. That's why Congress should pass the BEAT CHINA Act, which modifies the tax code to incentivize the reshoring of foreign manufacturing to the US.

Specifically, the Bring Entrepreneurial Advancements To Consumers Here In North America (BEAT CHINA) Act would provide advantages such as: 

  • Making non-residential real property purchases by manufacturers that relocate to the U.S. eligible for full and immediate expensing, or “bonus depreciation.”
  • Making bonus depreciation a permanent feature of the tax code (bonus depreciation starts to phase out under TCJA this tax year).
  • Allowing qualified manufacturers to exclude from gross income any gain earned on the disposition of assets in its country of origin. 

Cosponsors of the Bring Entrepreneurial Advancements To Consumers Here In North America (BEAT CHINA) Act include Reps: Dan Bishop (NC-08), Brian Babin (TX-36), Paul Gosar (AZ-09). 

 

The bill has also been supported by FreedomWorks and the National Taxpayers Union.

Congressman Roy also introduced the Dr. Li Wenliang Congressional Gold Medal Act. The Dr. Li Wenliang Congressional Gold Medal Act honors the 
3rd anniversary of the death of the brave Wuhan doctor who tried to alert the world about COVID-19 and was silenced by the CCP. 

Congressman Roy had the following to say about this legislation:

Dr. Li Wenliang is a modern symbol of freedom in the face of tyranny, censorship, and oppression. Churchill famously said, "The truth is incontrovertible. Malice may attack it, ignorance may deride it, but in the end, there it is;" Dr. Li's life and death are testaments to this which is why, Congress should honor this courageous Wuhan doctor and whistleblower with the Congressional Gold Medal.

Dr. Li Wenliang tried to warn the world about COVID-19 and the CCP attempted to silence him for “spreading false rumors.” Dr. Li Wenliang continued to work at the Wuhan Central Hospital despite the outbreak and tragically died on February 6th after contracting COVID-19. Before his death, Dr. Li stated, “If the officials had disclosed information about the epidemic earlier, I think it would have been a lot better. There should be more openness and transparency.” Dr. Li’s bravery has become a symbol of free speech around the world.

The Dr. Li Wenliang Congressional Gold Medal Act is cosponsored by Rep. Brian Babin (TX-36).
