Rep. Roy announces TX-21’s Congressional App Challenge Winners

WASHINGTON, DC — Representative Chip Roy (TX-21) is proud to announce the winners of the 2025 Congressional App Challenge (CAC) in Texas’ 21st Congressional District.

The first place winners are Mr. Keshav Singh, Mr. Ty Fonseca, and Mr. Luke Ringlein of Comal County, Texas, with their app, “American Dynamism”.  All three students are high school seniors at Hill Country College Preparatory High School of Comal ISD. “American Dynamism” measures progress of the United States in critical sectors such as defense technology and workforce innovation by scanning RSS news feeds and classifying articles. 

 “In order to make sure American safety and prosperity remains secure, we need to encourage innovation, whether from builders in their garage or defense giants like Lockheed. The good news: that movement is already underway. It's called ‘American Dynamism,’” stated the app’s creators. 

Congressman Roy recognizes the timeliness of this app’s release with the comeback of our national industries.  The students further noted, “For the first time in decades, start-ups are once again winning defense contracts, small innovators are making an impact and people are excited to contribute to the national interest.”

The second-place winner of the TX-21 Congressional App Challenge is Ms. Surina Mitra with her app titled “Cureosity.” She is a sophomore student at Ronald Reagan High School in San Antonio. 

Ms. Mitra explains,“My app, Cureosity, helps elderly cancer patients by breaking down complex medical topics into clear, easy-to-understand summaries written at a middle-school reading level. Each article is written using accurate information from credible medical sources…”

Students from across America are provided this opportunity by the United States House of Representatives. The goal is to encourage students to pursue STEM activities such as coding. Each challenge is district specific. As U.S. Representatives, we publicly recognize our winning teams, and each winning app may be put on display in the U.S. Capitol Building for one year.
