Rep. Chip Roy Introduces RECLAIM Act

July 24, 2020

Reps. Chip Roy (R-TX) and Ted Budd (R-NC) join Senator Ted Cruz (R-TX) in introducing the Restitution for Economic Losses Caused by Leaders who Allow Insurrection and Mayhem (RECLAIM) Act.

The RECLAIM Act would hold local officials responsible when their refusal to enforce the law leads to personal injury and property damage. It would allow citizens harmed to sue these officials and recover up to three times the amount of actual damages sustained as a result of rioting in a "law enforcement free zone." Additionally, the RECLAIM Act takes federal grant money from local jurisdictions that allow law enforcement free zones to exist in their jurisdictions.

"There can be no liberty without order. No longer should taxpayers foot the bill for state and local officials that fail in their most basic duty to protect their citizens. It is time to put a stop to city officials that cower to mob rule, allowing lives and livelihoods to be destroyed in the process. I am proud to join my friend Ted Cruz in the Senate and my colleague Ted Budd to offer this legislation that holds government officials accountable for their lawlessness." – Chip Roy

"The principle of the rule of law is a bedrock American value. For any city or state to tolerate lawlessness is an insult to our country. If a city or state allows anarchy to rule their streets, then that city's leaders should be on the hook and face the legal and financial consequences of their inaction." – Ted Budd
