Following Rep. Roy’s Request, HHS Opens Investigation into CAIR

Washington, D.C. – Following an April letter from Congressman Chip Roy (TX-21), Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. announced his Department opened an investigation into the Council on American-Islamic Relations’ (CAIR) alleged ties to terrorist groups like Hamas and the Muslim Brotherhood, as well as the use of millions in taxpayer-funded grants awarded to the organization under the Biden Administration. 

“Americans should not be forced to subsidize organizations that are accused of supporting or facilitating terrorism. Following my request for oversight, I am encouraged and thank Secretary Kennedy Jr. for investigating CAIR’s alleged ties to groups such as Hamas and the Muslim Brotherhood, as well as the use of millions of taxpayer dollars awarded to the organization. If any misuse of federal funds is uncovered, those responsible must be held accountable, future grants should be terminated, and taxpayers deserve full transparency about how their money was spent,” said Rep. Roy

In April, Rep. Roy sent a letter to Secretary Kennedy Jr. asking him to suspend funding for CAIR and its affiliates and initiate debarment proceedings after a Department of Justice (DoJ) investigation found suspected misuse in federal grants by CAIR.

Rep. Roy’s Other Actions on CAIR:

On April 9, Rep. Roy introduced the Designating Hamas Affiliates in America Act of 2026 to designate the Council on American-Islamic Relations (CAIR) as a Specially Designated Global Terrorist Organization, blocking its assets and prohibiting U.S. persons from interacting with the organization.

Additionally, Rep. Roy introduced No Tax Exemptions for Terror Act, which would eliminate the tax-exempt status for extremist groups with close ties to terrorist organizations, such as CAIR.
