Congressman Roy announces winner of Congressional Art Competition for TX-21

WASHINGTON — On Monday, Rep. Chip Roy announced that Abby Powledge, a senior at Samuel V. Champion High School, had won the Congressional Art Competition for her work "A Texas Rarity."
